Enough RAM. If it is a laptop a cooling pad, even without fans running, the added clearance alone helps a lot with air flow.

I like undervolting my components a little.

Good cooling definitely, even a good case can make quite a difference.

Stop background processes that interfere with disk access speed. Maybe run the game from a RAM drive. There are some other obvious tricks. I never moved on from Windows 7 so I can't say much about debloating Windows 10+.

The best way I've found to stop Win10 from bloating is to create a workgroup with just your PC and create a policy that disables all automatic updates.

After that, the biggest issue I had was the compatibility manager. I don't remember the trick for disabling/uninstalling that though.

It's good to have a GPU.
