AI Data Centres use a ton of power and create a load of pollution. You can even see the effects of unrestricted ones, such as from your US Shadow President Elon Musk, xAI supercomputer factory taking out an entire South Memphis Boxtown, in Tennessee.
Trump's suggesting they all should be doing that and American states/people have zero say in it, is just utter nuts! Yet I guess it's MAGA right = Making Argentina Great Again / Making Americans Gullible Again #AmericaLast
To add even more stupidity to this Trump action - The White House is trying to sue states for regulating AI, even though they don't have AI Rules themselves. They are firstly trying to erase rules placed down by various states, because they don't place any down themselves.

There are actually two factors here. First, Trump is stupid. However, he's also puppeteered by everyone rich and powerful in the US, and the tech bros don't want ANY regulations.
