Apparently create a virus with a low initial mortality rate that will mutate to a more lethal variant once it's dormant stage is past, you should be able to get most of the urban populations easy enough in the initial wave, and it will slowly expand as people flee built up area.

we already know the answer. we been seeing it in action already in many countries. it's called infecting their society with the woke mind virus. all it takes is woke policies to take hold, especially when it comes to the penal system and immigration and everything falls apart from there
