I think it's the six levels of difficulty generally
Very easy is 0% for resident, easy is 25% for recruit, medium is 50% for veteran,

hard is 75% for expert, harder is 100% for master and hardest is 125% for legendary.

I don't think 125% is legendary because that is still too easy for me.

125% is the seal team 6 difficulty, it's above 100%.

75% is 50% passed, 100% is 25% passed and 125% is 0% passed.
