Overall I'd say it has to be cooked to a certain level of firmness, or constancy of shape. It's tempting to think of cookie batter as a one giant cookie once it has a certain composition and level or mixing, but it just isn't so.

It's dough for cookies hence forth it is unbaked cookies. but still cookies as everyone in the world eats cookies unbaked.
