valve doesn't get a cut if you buy a game from there so they likely dislike them due to that
i've used them multiple times and got Windows for like $15 or something.
I had a key that didnt work once, i contacted their support and was immediately given a new one
it isn't risk free, the origins of the keys are a bit dubious, but its very cheap and works most of the time.
Greymarket license keys are a tricky subject. They might be from an ethical source, or the seller might be a crook who bought them with stolen credit card or such chicanery.

The grey-market key websites are your best bet to get them for a low price, but you might wanna read about the implications first.
Don't bother with "OEM" keys, I believe they can only be activated on one device, and the key will become invalid if you get a new motherboard or PC.
