I've given away one jester in total. I can't remember why, but I doubt I was trying to mock anyone. My usual style is to take the piss very blatantly and directly rather than passive aggressively with symbolic awards or snide ambiguous comments. I probably found a comment funny when awards first became a thing... which may well be how the jester was originally intended.
As for the points... they are so easy to come by at this point that they are practically worthless. You can even buy 30-40k for peanuts. 5€ I think i remember some traders selling them for a few months ago.
Clowns are typical used to steer opinion. You can literally just state a simple fact and get a clown if it runs counter to their narrative. Any political warrior will definitely have a higher clown ratio. It's just part of the game.
Clowns are fun and a lot of them can fit in a car at once. I see no negative connotations.
