It’s a case by case basis. You can always try to appeal it and it works mostly at the 2nd and 3rd try if you explain yourself properly.

ive been banned for "back seat moderating" which hasnt been in the guidelines for a decade i believe.

The mods just do what they want, theyre 3rd party contractors and from what ive seen do not give a single ♥♥♥♥.

But yes Steam support will help sometimes

They would have to read our posts and be vaguely involved here to get a kick out of anything.
