Any enemy powerful enough to start an attack an island nation that far away from everywhere would not be stopped by 10-20 F16s. The only reasons why NZ has an actual army is to protect itself from minor threats like terrorists (which also have no reason to attack NZ, btw), criminals and maybe a Zombie Sheep attack. And those forces usually don't have an air force on their own.
NZ might be contributing forces here and there to international missions as a minor partner but then other, larger nations have the air support covered anyways.
Also, if there ever was any real thread, Kiwiland could call its big brother Emutopia in the West for help and these guys and gals do have a larger military, including aircraft.


TL/DR: The Kiwis have no use for them.

NZ known who's attacking are US sponsors often backing up with US vassel. By not buying them they aren't threats.
