Most shopping malls in all but the largest cities were built by tearing down the buildings and houses that were there and building a new building. It comes down to what is cheaper to do in the short term, and unless the land is extremely expensive or there are major requirements needed to build a new building, or the area is a historic and the town wants to preserve the look it is not usually not worth the cost to do a conversion.
