I believe doxxing is illegal. It's just that the internet is a zone of lawlessness by design that pretends to have law for the sake of it. It's not just on Tor — every single part of the internet is a Darwinian anarchy where property only belongs to men insofar that they can defend and use it. Even the attempts to enforce law on the Internet is really just an extension of e-Darwinism or the implementation of a perspective on a national level...

It depends, doxing in itself isn't illegal, however, harassment, stalking, threatening and other crimes in connection to doxing is illegal. The law enforcement would have other laws to fall back on to charge you with a crime.
