Like why not just build everything out of titanium or diamonds? because they're very expensive. Construction usually only goes to the lowest bidder, and you come in as the lowest bid by saving money wherever you can. So if bamboo is cheaper and just as effective, then they're going with bamboo.

Aluminium can easily burn too btw, its ignition point is only 20-30% higher than bamboo's, depending on what kind of surface treatment it gets. So the real question here is why somebody left something that burns at 400 degrees unattended? The answer is usually 'insurance scam'.
