Rare earth minerals are sourced from refining. China does the most of it because it's incredibly polluting, and China doesn't give a damn about the environment. USA can get them here were they to make the same refineries. They don't because it's an ecological and PR disaster.
If the US wanted to, it could end all semiconductor manufacturing world wide with one simple trick.
