Some games implement stamina systems where they deliberately limit how much you can sprint to slow you down and make the game more challenging (Like in Darktide)
Regardless, I don't know what games in the 1990s you were playing, but Quake has a sprint button (shift by default), and Super Mario World has a similar sprint/run/dash button. Shoot 'em ups also require you to hold down the fire key to shoot. This is despite the fact that in some games, you just want to go as fast as possible or always shoot.
The reason for it in the 1990s was that the analogue thumbstick didn't exist on mainstream controllers until 1996, and sometimes you didn't want to be moving at full throttle so you wouldn't overshoot your destination to careen into hazards. You also still have to have a sprint/run button to accommodate P.C. players who don't play with controllers, and you want your game to have uniform controls across all versions of it if possible. Modern console games, which assume you are using an analogue thumbstick by default, tend not to have a dash button because the thumbstick sensitivity can modulate speed for you.
I also think the reason running and shooting aren't enabled by default is largely psychological. These things take more effort than walking or holding fire in real life, so they get assigned buttons to represent that effort and clearly communicate directions which are predicated on those actions taking active efforts.
Its ironic that the ones that on surface try to be more rooted in realism like COD and BF (not the most recent ones) are also the ones where shooting mechanics are simplified and unrealistic which allows aimbot type cheats to be used to great effect

Many a mission and free ride has times when people want to take a bit of time.
There are missions in open world games where walking is preferable for stealth too.
Usually the figure walking is more pleasing to look at than the running figure.
Like someone before said , you need precision sometimes too.
yeah, realism. that's why when you get hit you just hide behing a rock and wait for your Wolverine-level healing factor to kick in.
Strangely enough, it was more realistic back when you just shoved a whole medical kit into the wounds to make yourself as good as new. At least that implied some sort of medical treatment was rendered.
I elect that we also remove gears from automobiles.
Some of these games like Red Dead 2 are just awful in control of the character. Walk and full blown sprint.
How do people "walk" in open world areas like that.
And so i agree they can rid sprint, but there should be default jog, Not walk speed.
And end this "bobbing" function while you're at it. Nothing worse than bobbing left and right while your jogging. Sea sickness with all that.
