If you mean free to play, not a free monthly game or something, then warframe is great

play War Thunder it is legendary for it's classified document leaks and also it's pain grind so maybe not legendary in a good way but I sold my soul to the snail therefore I play (pls let me escape from it)

Live most others have said, Dwarf Fortress is probably the best.

EVE Online and Runescape can be pretty much played for free even though there is also a lot of content behind paywalls. They still give you a ton of stuff to do that even a lot of paid for games can't offer.
