That's a complicated subject. Technically, Hell Legion is for predominantly AI and AI made out of altered personality waveforms. Hell is for people that simply can't be trusted to incarnate into the same baryonic state as everyone else.

The New Jersey facility was an annex they both bought into when their respective nodes were each targeted and strategically crashed under the guise of various power plays through history, such as the Kenya crash or the Kosovo event.

However, they had so much fun playing Uwu Jumper together it eventually expanded into a larger joint funpark when the acute needs they were responding to became non-issues.
