Probably turn it into another America but without the bullsh*t.

oh this is a fun question! well first I'd develop some sort of food production, as diverse and easy to produce as possible. then I would use spare labor to build water systems like irrigation, baths, sewers and public drinking water. by this point people would probably be sick of living in tents and makeshift shelter so I would construct some kind of guaranteed housing with as much extra space for recreation as possible. then I would revisit agriculture and try to incorporate more diversity while I use that knowledge to plan the development of tool and machinery industry. I would probably then start working on transportation infrastructure like permanent roads and trains if possible. I think I would stop there because beyond food/livestock, shelter, tools, and transportation there is too much work for too little gain and give people 12 hours a day of free time to worship me or whatever they want to do really.

edit: I'm not sure where military fits but assuming this is possible there is likely no enemy military I would need to be worried about

More freedom of speech and more freedom in general = less people talking bad about me. Governments nowadays taking away free speech are just making people talk bad about them even more, and it’s just causing more unrest.

Perhaps, but after an American youth was beaten to near death in prison for stealing a political poster for a souvenirs, to the point he was returned so he can die in America instead of North Korea, make me think it is far from a paradise.
