Usually when you want to get it turned on, the max number of drinks you want to give it is one or two. Beyond that, they can get really sloppy and things can go in not the best directions.
Now maybe some flattering lighting can help. I like light extra bright- but in some situations it is better to dim it a bit. Perhaps change the temperature from cool to warm.
Again, it's gonna depend on the situation. Sometimes when it's hot enough, you just go for it.
In other cases you gotta warm it up. Maybe start with a massage. Now if it doesn't respond to that, then probably it;s a lost cause and it's probably best to just move on at that point.
The truth is when it looks at you, you just are gonna know. When you really have it turned on, you really won't have to do much at all. It's just gonna be THERE.

Never have issues with my builds custom builds I expect it happens more to pre built systems since they cut corners. Only ever small tiny issue is since getting the 5090 boot prefers i turn the monitor on first and wait for splash screen before power button. Other than that never an issue, last issue i had like yours was a win 98se pc. It helps to have main parts quality such as psu is important it can destroy an entire pc always have the top tier this one 1600w platinum all cables single use on psu + cpu top end braided. Put the money in and a pc will last forever.

It doesn't happen often, but occasionally once every few months my PC will just say "nope" and act weird for a few minutes before behaving like it should.

For example last week I booted up my PC and my monitor, mouse and keyboard just refused to come alive. Totally dead. I restart my PC and hey presto, they come alive and everything is normal.
What would cause such a strange random one off bug like that?
Then today I was playing overwatch 2 pc running fine no issues and without warning my pc restarts. It's not an overheating issue because if it were, when I boot back up it would display a cpu overheating warning message.
Are you buying cheap pre-builds with mismatched components? Bait and switch tactics with cheap motherboard, budget cpu and an Nvidia logo to hook people in to thinking it's a great deal.
The dead keyboard and such problem can be caused by so many different motherboard and PSU problems that it's almost impossible to diagnose and you'd have to go through them 1 by 1.
And your PC randomly restarting is something that can be caused by counterfeit components (which are a widespread problem, if you've never heard of them before). They're old or cheaper components that have their firmware flashed to tell your bios that they're something else (ie a GTX 1060 that's been flashed to say it is a RTX 4070). They can run fine (though obviously with worse performance than you should be expecting) but if the system ever tries to call a component or function that just isn't there the system ♥♥♥♥♥ the bed and force restarts.
It would be unlikely, since you say it has happened over multiple PCs that you have built, but if you always use the same suppliers then that could explain that.
A real simple solution that just seems to fit is that you're damaging components as you're putting them in. An improperly mounted CPU can also cause both kinds of issues for example. But then those problems should happen more often than once every couple of months. But at the same time if you have your PC on the same desk that your mouse and keyboard are on even small movements of the desk shake the PC and can cause intermittent loss of contact if you've not seated a component properly.
To be honest the best solution would just be to find a repair shop near you with a good reputation and have them look at it.
