as for OP New Orleans is a tourist trap and most of the crime is coming from none residents.....most of the cities on the Gulf of Mexico are like this....Florida's motto is "come on vacation leave on probation" for a reason....New Orleans is so bad its one of the few places that still have drunk tanks to let people sleep off intoxication for 24 hours if arrested....they have crews that sweep the streets every night that only move drunk people!!!

Any explanation is going to have to account for that, and the simple fact of the matter is that it's not as simple as guns being allowed because the gun ownership rates in Idaho, Montana, Wyoming and North Dakota[www.businessinsider.com] are even higher, but homicide rates are low in that northwestern region of the map.

Europe is a very different sort of place. With 44 member nations, no northern neighbors and the mediterranian sea separating it from its southern neighbors, the only thing it has to contend with is its eastern neighbors in Asia, and much of that is just straight through vast empty expanses of Russian territory anyway so.

Unfortunately, the U.S.A. has Mexico as an immediate neighbor to its south, and the homicide rates in not just Mexico but Latin America on the whole are very high[www.statista.com]. Much, much higher than the U.S.A's.

It's no secret to anybody that the Latin american governments are infested with corruption. The What it likely boils down to is that they are held in a vice-grip but the drug and sex cartels, and these cartels conduct their biggest operations in these population centers closer to the border likely out of simple convenience, leading to criminal gang activity in those cities.

I think the best way would probably be to end the war on recreational drugs, which isn't going much better than alcohol prohibition did. At that point in time the black market would dissipate as drug prices come down, and the federal government would be able to take in that revenue on the side.

It might not be a good idea to take drugs mind you, but whatever deleterious effect they may have on the takers themselves are not a good enough reason to ban personal in a freedom loving society, especially if we have to contend with drug related violence either way. Better that the druggies take themselves out due to their own irresponsibility than to have their dealers killing bystanders as part of an organized crime effort.
