Anyways, who does I.C.E. target, mostly those that break laws or abuse the system. If there are enough complaints about a certain company, they might investigate and raid, looking for illegal workers as well, although most of the time they will look the other way when it comes to food production.
In the end, there is some profiling, so a brown person speaking Spanish is more likely to be targeted than a brown person speaking Hindi. Really I.C.E. isn't doing more under this administration than some prior ones, it is just the media is more focused on reporting their activities, trying to use it as political ammunition for the midterm elections.
Does Europe need a agency similar to I.C.E.? Only if it is done on a national level. Although it would create a lot of friction within the E.U., it will help ensure the sovereignty of individual countries within the E.U.
