Europe already has agencies that enforce their immigration laws. What are you even talking about? That's all ICE is. It's "Immigration and Customs Enforcement." Every country has enforcement of their immigration laws.

They target any one who is not a citizen. The last 15 or years or so, it has mainly been people who originate south of Mexico, so Colombians, El Salvador, Venezuela, and the like. Most people will refer to anyone coming up from the southern border as Mexican, although at this point they are the minority when it comes to illegal immigration. You'd be surprised how many people from China, the Caribbean, and other areas also come into the U.S.A. through the southern border.

Anyways, who does I.C.E. target, mostly those that break laws or abuse the system. If there are enough complaints about a certain company, they might investigate and raid, looking for illegal workers as well, although most of the time they will look the other way when it comes to food production.

In the end, there is some profiling, so a brown person speaking Spanish is more likely to be targeted than a brown person speaking Hindi. Really I.C.E. isn't doing more under this administration than some prior ones, it is just the media is more focused on reporting their activities, trying to use it as political ammunition for the midterm elections.

Does Europe need a agency similar to I.C.E.? Only if it is done on a national level. Although it would create a lot of friction within the E.U., it will help ensure the sovereignty of individual countries within the E.U.
