Japan has always focused on consoles over PCs.
Aside from that, it is also a market thing. Keeping Gran Turismo console only means increased sales for consoles instead of trying to compete with half a dozen PC-only racing sims.
As for your other question, Im not a lawyer but afaik emulation is legal, however getting ISOs of games you didn't pay for is a no-no
I read that you can buy the gamedisc and turn it into an ISO file, and since it's from a disc
that you bought.. wouldn't that be legal ?.

anyway i wish we had burnout on PC too, emulating is so ass, the PS2 emulator is so trash tbh
largest platform for gaming.. and the GT games are without doubt the best car-sims.
also idk i lowkey want burnout 2 for the crash mode and for the police chase stuff and burnout revenge too, i hated the music in revenge and the loading times ARE SOOO ASS LIKE OH MY GOD, ID KILL FOR A PROPER PC GAME

god i miss infamous, the story was ♥♥♥♥♥♥♥ but the game was so much fun, but it ran and it looked like ass tbh xD
Now if they'd fix all the sound issues I'd go back and finish it.

Well they do have PCSX2, where you can install that, and if you have or buy the disc you can play, if you have a drive.
The OP mentioned emulators, and if you have the disc, i can't see that as illegal, and can get access to these games that way.
wut, driveclub is a PS4 always online game xD, like apparently there's some offline mode but it gimps half the content, bleh, PCSX2 is for PS2 games, ShadPS4 is for uh PS4
anyway who cares if its legal or not, nobody is gonna hunt u down for wanting to play some 10 - 20 year old games xDDD, the only ppl who can get in trouble are the emulator developers, as a player ur cool, as long as ur not like, being obvious about it like a walking advert xDDD
