The mayor is not an all powerful position, yes, it is a visible position, but without support from the other elected officials in New York, there is only so much one person can do. Odds are every policy he tries to implement will be limited and opposed if it can be done in such a way as the city council does not look bad.

Both those cities are actually not doing as bad as you would think. Detroit has improved a lot. Seattle has crime and homelessness, but isn't a gang war zone.
