The art is Vanillaware-inspired but it's a modern setting. The developer has one game with the same art already:

But that one is closer to "Muramasa - the demon blade" and has only one playable character.
This is pretty much what inspired Dragon's Crown.
Murasama isn't on Steam, either; but it's a great game. I had Murasama: Rebirth on the PS Vita.
I hope that they release another Dragon's Crown game and that it's available on PC.
I've been playing a lot of these sorts of games. Streets of Rage 4 is the best one I've played so far, still not as good as Dragon's Crown. Dungeons & Dragons: Chronicles of Mystara doesn't have any online players; and playing these sorts of games multiplayer is the best experience.
As for "looking this good", Dragon Crown was hyped for the lewdness on female characters, in terms of art-style sure it's subjective though i would argue there have been side-scroller beat them ups with quite good art with or without the eye-candy.
the lewdness is definitely a pull, but vanillaware games are genuinely very beautiful looking. some show off their artistic merit better, like muramasa
In part i'm glad you have that opinion, i more than once clearly remember the blunt lewd content being pointed out as the "massive" perk. (yes pun intended, because the pun was in the original suggestion being made to me)
Multi player for a side-scroller beat them up was already a thing in retro consoles, combos and diverse characters with their own fighting styles is something that also existed before in some not all side-scrollers. (there is even one in Guilty Gear Isuka and there you could even create a character with your personalized move set)
The loot grind well that's not a perk in my perspective, i see it as just a reason to delay game clear rather than a perk, but i don't recall how much it delays game clear.
Sure it has improvement in some areas, though art-style isn't one of them, if i compare other games to it the art-style would be up to par and some without the blunt fan-service.
