pretty much this, yes. the kremlin and the oligarchs are less like a government and more like a very organised, very powerful mafia. complete with making folk "disappear" and engaging in tonnes of illicit illegal activities behind the scenes.

because it's not, it's probably one of the safest and nicest cities in Russia.

second best choice is St. Petersburg if you wanna see some cool museums and older buildings.

are you going to get mugged in moscow? no, probably not. but is someone and their loved ones going to be in danger if you criticise the russian government? yes, unfortunately.

the political risk doesn't concern the normal traveler.

if you go to North Korea, will you make a protest against the Supreme Leader? I don't think so

So yes, one needs to mind their own business when traveling to non-democratic or dictatorial countries, but above that, Moscow is very safe.

Counter Example: many "free" countries in Africa, which are not safe, many smaller countries in Asia, also not safe.
