Trump can keep it shut down for a year. He doesn't need Congress to pay the military.
There is $2 Trillion in the Pentagon's Retired Military Trust Fund. They only use $70 Billion a year to pay retirees. Trump has enough cash in that Trust Fund to operate the entire military for 2 years without Congress. Congress does not put money in that Trust Fund. It profits from investments. There's many more Federal Agency Trust Funds like that one. Try googling it and reading the publicly disclosed reports.
