Waluigi would be wasted on such a thing. So he has to be fun to play and fun to fight against, and that's generally considered a secondary or tertiary consideration. Which is sad.
For instance Yoshimitsu became split between fun and effective, primarily by assigning him limits and granting everyone else kit gaps. Pretty sad.
Smash has a lot of kit gaps, and in many ways the game is about making up for those gaps. It's a bomb waiting to happen.

I think that these Gemini twins are related to Polybius' anacyclosis cycle. Each form of government has a corrupt "twin", which it progresses into before the government falls.
Mario represents Democracy, while Luigi represents a differing ideology (Presumably, Monarchy). Wario and Waluigi are their evil twins. While Luigi is presumably a fan of Link, King Arthur, and Thor, and by extension Mario, Waluigi, is just a minion. A "useful idiot". Comic relief. That is how my current theory goes.
For additional philosophical discussion material, I was prompted by a YouTube algorithm recommendation from the "AfterSkool" YouTube channel. The video "Is Every Civilization Doomed to Fail? - Gregory Aldrete", largely focused on Polybius' anacyclosis cycle. Mr. Aldrete (Ph.D) is a Professor Emeritus of History at the University of Wisconsin, in Green Bay, Wi.
Waluigi is actually very popular all his own, rivaling even Wario's popularity. When Waluigi was confirmed to be getting an amiibo, fans overwhelmingly rejoiced. There was even a comic named Brawl In The Family that adored Waluigi so much, it basically changed how the entire internet used to dislike the character and instead made everyone love him, and most of the internet doesn't even know it.
Fans want Waluigi in Smash so badly, some have even dedicated their skills to create fanmods that do exactly that. Waluigi's moveset usually incorporates elements from the spin-off Mario Party and sports games, which have surprisingly little representation in Smash, so they end up hitting two birds with one stone. It's actually quite admirable.
