Mostly used by a far-right group called the "Groyper Army", which the shooter of Charlie Kirk was likely a member, as all of the other bullets messages he used also matches up to their own meme trolls language.
The Groyper Army has what is known as Operators. They are similar to Femboys (not transgenders) which like to dress up in military costumes with female leggings.
"OwO" is an emoticon and internet slang for being surprised and curious. The O's are eyes and the "w" is a mouth.
"Notices bulge" references to the male package.
The phrase is a reference to a viral copypasta that parodies online furry and roleplay culture. It's meant to be trolling it. Many anti-transgenders will even use it or those making fun of furry culture.
Similar to the other Tyler Robinson shooter's bullets messages - like the arrow key code used in the video game, Hell Divers 2. Hell Divers 2 is just a satire parody upon anti-fascism in which that key code is used to release a bomb to just blow up everyone that disagrees with them. It's trolling it. Fascists will use it to mock anti-fascism.
"Oh Bella ciao Bella ciao Bella ciao ciao ciao" is another in which it's based upon an antifascist Italian folk song, yet used more to trolling joke with the last phrase. It's a remix song and the 2nd of the Groyper Army's playlist.
Finally there's the message "If you read this, you are gay lmao", again trolling and targeted towards homosexuals yet in a mocking way.
