Like many of our services are privatized. E.g. healthcare is not by the government, but insurance companies, but it´s mandatory to have an insurance - and there would be rules about payment and stuff.

And in general it doesn´t matter much if You have to pay for an insurance or taxes. Like in either case it means You pay for something which You perhaps never need, but in case You need it - it´s very nice to have.
Also there is an insurance for it: fire insurance. Like if You don´t have it, You´d have to pay Yourself. Of course it depends how the fire came to be. Like if You set Your house on fire - You´d need to pay anyways. It´s funded by taxes just in case the people don´t have money, even if they need to pay.
and this is a loophole that needs closing....
