Google Chromium has just stopped the supporting of Windows 7, which means no more patches and security fixes for them. Steam happens to use the 64-bit versions of Chromium under it's shell too.
Google Chromium previously had already done that to Win XP and Vista back in 2019. Users still on those operating systems are able to use the Steam client, they just do not have access to newer features or security updates, etc.
