Best multiplayer shooter is Team Fortress 2. 2nd best is probably Tribes: Ascend.
SUPERHOT is another FPS coming out soon that is going to be awesome.
BioShock 1 is really good.

Single-player: BioShock Infinite
Infinite is not even CLOSE to being the best FPS on Steam.
Well...yeah.
Since basically Bioshock infinite is just like the other games, except worse.
I like EVERYTHING in the first more than I did Infinite. I enjoyed Infinite, don't get me wrong, but it wasn't "11/10 GOTY" that some people gave it. It was only "ok."
The gameplay in BioShock 1 is better, the story is better, the world is more interesting, the story actually makes sense and doesn't contradict itself, plasmids are neccessary to survival whereas vigors are not, I could go on.
Oh, the setting isn't the problem.
The problem was infinite getting rid of any of the intelligent thought and strategy the last two games had.
-no more weapon upgrades
-can only carry 2 weapons at a time
-no inventory to carry healing items/energy boosting stuff
-personal maid to literally retrieve health/ammo for you
it was just a generic FPS game that threw out everything that makes the Shock franchise good.
