If they are a similar price, I would go with the 9070 XT between those two. It's a bit slower in raw rasterization but it's usually not by much. It makes up for that with better ray tracing performance, better efficiency (lower overall power draw too) and access to better FSR. It does have less VRAM, but at 16 GB, I wouldn't find that amount lacking.
You didn't mention it, but I would consider looking at the RTX 5070 Ti as well if it's around the same price. It's also a bit faster than the 9070 XT in rasterization (more similar to the 7900 XTX) but should have better efficiency and even better ray tracing performance than the 9070 XT, let alone the 7900 XTX.
Taking a quick glance at prices, you can get a 7900 xtx for about $800, and a 9070 xt for about $600. I paid almost $1,200 for my 7900 xtx, so those seem like pretty good prices.
To use an analogy, the 7900 xtx is like a big American muscle car. It's powerful and goes really fast in a straight line, and will absolutely beat the 9070 xt in a drag race. The 9070 xt is more like a modern sports car. It doesn't quite have the raw power of the big muscle car, but it's maneuverable and has more bells and whistles, like better ray tracing and FSR 4.
I got the 7900 xtx so I had the extra VRAM for playing with AI stuff. If I was strictly thinking about gaming, I probably would go for the 9070 xt.
7900 XTX sounds good, I don't care about ray tracing at all lol. Much prefer stable performance.

The 7900 XTX, 9070 XT, and 5070 Ti are all very close. You're looking at three cards that typically 5% to 10% apart.
If the 7900 XTX is actually $200 (and 25%) more expensive than the 9070 XT as someone else said, then I think that makes it unattractive as a choice. If it is the same price, then it becomes a tough choice (though I'd still pick the 9070 XT over it then).
