Standard 16:9 monitor or widescreen?
Running more than 1 monitor? Other apps open?
Vram usage at idle is odd. Try restarting the pc and see what the vram usage is at?
Press windows key + x and open task manager. In processes up at the top click on the word name or status (a list should appear) and add gpu.
Go through the settings and reduce vram usage.
It's a memory leak. Dice is going to fix it soon, but in the meantime, turn the texture quality to a different setting, and then turn in back. That simple change fixes it for a while. It doesn't get annoying either because it only takes around 6 seconds.
