Monitor shows "No signal" on first PC boot if monitor is turned on after PC is running
When I turn on my PC first time in the morning, if I then turn on my monitor it will show me that there's no signal. After that I have to shutdown my pc using a power button. Then if I turn it on again, my monitor works fine, doesn't matter whether it's turned on before or after PC is started.
And weird thing, that if in that scenario I turn on the monitor before starting my PC, then everything works fine on the first try, no need to reboot anything.

I've changed my monitor, I've tried HDMI and DisplayPort cables on different ports. So I am almost certain that it's not a problem with the monitor or a cable. And my PC is not even a year old.
Tried installing different drivers. Disabled fast boot, disabled hibernate mode. Basically I tried everything I could fine on the internet.

Yeah, I guess it's my habit, I always turn off/turn on my monitor when needed

It's just seems weird that everything was working as usual and then suddenly a couple of days ago I started having this issue

i use my monitors for over 5 years without turning on/off .no issue . even there s no impact on the electricity bill

It's a PSU issue. Your GPU is energy starved, maybe through the mobo or maybe through the PSU. If it is a newer card on an older PSU (ATX 2.0)

turn off fast startup

turn off fast startup
bios fast startup skips check to make bios post faster

turn off windows fast boot so the os does a clean boot every time instead of sleep/wake by default instead of 'shut down'

I already disabled fast startup and it didn't help

My power usage should be well within limits of PSU. Both GPU and PSU are new. And I've been using this PC configuration for a while now and there was no problem with PSU providing power
Could something happen to PSU so now it performs worse than before?

lets try Power plan to High performance, PSU is tough SoB, it will eat power surge like coco crunch

my best guess is maybe you have grounding problem,

Yeah, power plan is set to high performance, no luck here

Honestly you may be right about the grounding, because I've noticed some weird stuff before. Like sometimes my PC would turn off when I plug in USB cable in it (though it never happend after I upgraded my PC). But again if it's something to do with grounding, it's weird since apparently it wasn't an issue before and the monitor was working fine.
Is there any way to confirm if this is a grounding issue?

Might have something to do with memory context restore.

specs?

post a cpuz validation link
http://www.cpuid.com/softwares/cpu-z.html
cpuz -> validate button -> submit button
it will open a browser, copy the url (address) and paste it here

Is this setting should be in BIOS? I don't think I have it on my H610M motherboard.

But I just discovered there is a hibernation enabled in BIOS in ACPI page, even though I disabled it in Windows. Also there is a Susped Type S3 (Suspend to RAM) enabled. Can I do something with these settings?

that setting just allows windows to use suspend, sleep/hibernate, and allow core throttling, park etc..
it does not force windows to use it

iam not say Maxxun is bad, but wth is that mobo
it's maybe much of hassle but you can try if it was grounding problem by the naked pc build , which mean whole pc build outside fron the case
