If not this then change DNS for IPV4 and IPV6 and once done, disable the Network Adapter wait a moment and then enable it again and re-test
I've changed the IPV4 DNS from automatic to Google's 8.8.8.8 and 8.8.4.4, IPV6 also to Google's 2001:4860:4860::8888 and 2001:4860:4860::8844 respectively. I will check to see if it works when a friend comes on to make a lobby with.
Unfortunately changing the DNS settings and disabling/enabling did not fix it,
and setup its wifi again
there is really no need to forward ports anymore, unless you are hosting a game that others need to connect directly to your routers internet ip then your router would forward them to a pc hosting the game
So that should rule out it being a network issue, just to confirm I also tried it again on my desktop in case some miracle happened over night but still no luck.
Network & Internet > Advanced Network Settings > Network Reset
Thought I already tried all of the simple things but apparently missed this one.
