Why my Pulse 9060 XT in games clocks to 3400MHz at stock and stays cool?
The spec says is should boost max to 3290MHz and the reviews say the card should run hotter, like the VRAM should get to 86°C but mine is at 83°C after hours of full stress. I just have 3 silent fans in a kinda closed case. I guess they can boost a bit higher here and there. but 110MHz higher without trying to oveclock or undervolt.

Have i won the silicon lottery? Are all cards boosting higher in reality? Or can i expect another card to boost higher than spec in my pc?

I want to know this, because the card has pretty bad coil whine and its hard to keep the card, but maybe you tell me the card is golden or something. then maybe i can sell it for a higher price or just return it.

My GPU boosts higher than advertised, it's kept cool in one of the best cases for it so I guess you have a decent air flow case? Could be a bit of silicone lottery too.

Coil whine is just luck of the draw

Try changing your power supply to get rid of the coil wine.
You may have been undervolting it and didn't know it.

I have the same card (the Pure version) and from my experience the clock varies by games.

For example the card seems to be limited to 170W draw max by default, and in games where it draws 160W clock higher than games where i hit the 170W cap.

Isnt a straight power 500 watt enough for this low power cards? I know you can draw easily more power out of this psu without introducing jitter and stuff. I dont want to buy a new power supply after paying so much for a gpu. And my rx 6600 is much quieter even when i have the same fps as the 9060xt (lowered the settings of course for comparison) even though you cant really compare the different power delivery on the pcb.
If i were you, i would return the card and get the Pure version. The pure version has dual ball bearing fans, the Pulse version has only sleeve fans. Dual ball bearing fans are supposed to last much longer, but are slightly more louder?
But it depends on what look you are going for, I personally don't care as I don't purchase PC cases with window side panels.

The higher clocks don't matter. I increased my card's power limit to get higher clocks and got only like 1-2 more FPS.

I guess i return the card, but what card i want next is the question. The Sapphire had the loudest and ugliest gpu coil whine i have ever heard, some reviewers said they could not hear whine on their card. I know its pretty much random lottery.

Dont you think the Pure is exactly the same as the Pulse but white and rgb? The Pure is even more expensive and white is not my color. I prefer black.
And im a bit afraid to try another Pulse and that whines maybe even more.
Oh and especially the veeery quiet fans/cooling stands out on the Pulse, dont know if i would sacrifice this with other fans, but the ASUS DUAL which interests me, also has Dual bearing fans, also my RX6600 which is rly not quiet.

As comment #1 pointet out that his card also boosts higher than spec, means i could try another brand. I always had good experience with cards from ASUS. My first card was ASUS and im a bit brainwashed maybe, but also i cant say a negative thing about my DUAL RX6600 except that the fan curve on the V1 is way too aggressive and too loud, but thats something i can fix, but coil whine not really, except limiting the performance in the end.

If you want more performance you can underclock the card and/or cool it better
