Buy a 16GB kit (2x8GB) or even 32 (2x16GB) and look for a GPU with at least 8GB VRAM, check the PSU is up for a better GPU.
Install HWinfo and check the temperatures of the CPU and GPU. If needed, address that with fans and/or new thermal paste.
Are you using a controller? When playing The Last of Us, the game runs perfect with keyboard+mouse. Also starts perfect with a controller but after some time the game lags like crazy, the graphics get "foggy" and I also get some graphics shadowing. Disconnecting the controller fixes it, even without restarting the game. In my case it's probably due to some driver issue/incompatibility. The Last of Us is known for that sort of issues with controllers.
Other than that, driver issues or just old hardware.
You have a lower-end system from 6 years ago. Newer games are going to run poorly and at low frame rates. You'll need to make sure you tune game settings to lower resolution and lower settings.
I'd still suggest as others that you actually install and run the CPUz validator and post the link here so people have a better picture of all of the hardware and it's configuration. And also the suggestion to use hardware info (HWinfo) to see if you have anything else that would obviously impact system performance; such as thermal throttling.
You can manually increase size for your paging file to 16 Gb to at least make it a little bit better, but it's not a solution & might not do much at all.
