550w may work, but will be at a higher load and much less efficient than 650w or greater
but if it does not work, it may damage the system
poor quality psu will spike rails and continue trying to deliver power to rails when its unable to
which can sometimes spike way out of spec and damage anything on the 12v, 5v or 3.3v rails (gpu, drives, usb devices etc..)
hopefully the board or psu will turn off before that happens

but it will lie to the gpu, telling it it can deliver 600w, when it will have a 300w limit (each pci-e 6+2 = 150w)
its grounding all 4 of the sense pins, telling it that its 600w
to correct it, just clip sense1, (pin s4) to open its connection

its recommended not to use adapters unless 100% necessary
or get a psu with all the correct connectors and more than enough power for the system
nvidia says 650w but thats to cover high end cpus and lower quality power supplies
aliendell builds with limited upgrade path and cheaping out as much as they can get away with a ~350w brick
id look for a bequiet, evga, seasonic, corsair (non v) psu, over 650w 80gold with the 12vhpwr connector

i know they are $80 or more, but you are looking at a ~$700+ gpu
worth the investment to protect it and the rest of the build
never cheap out on a psu, its the one component that can save the rest if all goes wrong
Would change that PSU first, those old gigabyte psus are known to be weapons of destruction, gamer nexus did something about them back in the day, your 3600 would probably bottleneck with your 4070s, if you have a good mobo you can try upgrading to a 5700x3d or better

but the gigabyte p550b is a very old model, only 80+ bronze rated, not gold which has been the standard for 10+ years

but yeah i'll replace my psu, its not too bad and survived 5 years already plus i need a modular psu since i don't want to leave the fire hazardinator-2000 bundle of cables stuffed into some random compartment
4070 super is about 220w
So 65+ 220 + ~50 for the other stuff =335w under full load which isn't going to naturally happen.
You 550w power supply might not be 550w on the 12v rail. What is your power supply model. You can also look at the sticker on your psu and see how many amps the +12v is rated for.

Should have 2 pcie 6+2 connectors. Which are the ones you need. 6 pins stuck together and a 2 pin hanging off the side. And 2 of them so you can fit a gpu using a power adaptor that probably comes with the gpu. If it's used then maybe they won't give it to you?
Check behind the rear panel they might be coiled up there. I doubt they cut them off. It would be evident if they did.
