I was setting up my Index today, and had accidentally powered off my PC. Upon turning the PC back on, my PC would boot, and either freeze on the boot screen, or transition to a black screen with a mouse cursor that does not have any interactions - clicking does nothing, windows shortcuts/system functions do nothing.

I have tried booting in safe mode, same issues persist.

I am generally pretty savvy with hardware/software issues, but this one is beyond me - how can I remedy this issue?
