use ddu in safe mode to wipe all gpu drivers and software, reboot without internet and reinstall the gpu drivers
Stop allowing Windows Updates to handle your drivers. Disable that
And like i say - i try alredy DDU, it not help.

As a test I uninstalled the NCP, checked that it had gone, then re-installed the update (it's an option in the app). This also re-installed the NCP.
There is a NVidia Control Panel in the Windows Store, but it is branded with NVidia's logo, so I guess it is from NVidia.
I see the App and Control Panel in the taskbar thingo at the far right of the taskbar (hidden icons?) - was there in Win10 and now in Win11.
You can check it and download exe drivers from Nvidia site, then extract like zip archive and watch what inside installer.
GTX 16xx still get games improvements. Also new drivers have fix for steam black screen issue, that was in this thread:

That's not how to fix that Steam issues. Those guys just dont listen. I told them how to fix it since it's a Steam Overlay issue. Not an AMD or NVIDIA issue of any kind.
Last drivers fix it.

So if nobody have better ideas about theme issue, i will stay with my fix - restart nvidia service with task scheduler after system boots, it is working and i am happy now.

As for the Control Panel. What else is in your OS Startup and all? Possibly an issue there some how
DDU wipe.
Then install a slightly older driver. Once installed reboot. Check NVCP is working normally. If so, now install latest driver version, reboot when done.
