You still have to actually enable it.
Like on an NVIDIA GPU, within. NV CP you have GSync options and you have a setting listed in Manage 3D Settings regarding VRR to either let the software control it or the Display.
Pretty sure with AMD you just go into that software and enable FreeSync and this should hard enable VSync ON. What I'm not sure of is if AMD allows the user to set Full Screen only or All Windows. Like we can do with GSync on NVIDIA GPUs
First ensure to set the OS Desktop to native Display screen res a d highest available refresh rate before you attempt to make other GPU/Display settings changes
get the correct drivers, never use windows update for drivers
and change the settings yourself
disable windows driver updates, and reinstall correct drivers for chipset/mobo/lan/audio/wifi from the board mfg
and if windows does a feature update or rollup, reinstall the correct drivers again
windows likes to default to reinstalling generic drivers again
