Eh, depends on what you mean by "adult content". None of the actual consoles have explicit, pornographic content, but they do have suggestive content. The Switch is getting some games that Valve blocked for release on Steam, but those are merely suggestive, not truly adult. You could simply install those games from another storefront, like GOG, and play them on your Steam Machine though.

Console = closed ecosystem. Only run the games the console maker allows you to run.

PC = open ecosystem. Run whatever you want, how you want, from where you want. No limitations.

Steam Machine is a PC like any other. Content you can access depends where you live. If you're in UK you need Credit card to verify your age and access adult content. If you live in Germany, well, you don't access adult content at all.

It doesn't matter what device you use. Steam is one platform regardless of the machine you use.
You will be able to legally access the same content in the steam machine, in a PC or in steam deck (provided that it works on the hardware).
Same as watching tv is as legal or illegal if you use a TV, a computer or a phone. The content is the same.
Yes, other consoles have adult content. Some games are rated 18+ (although I suspect you were talking about "adult" games). Not sure, actually. Never saw it on my xbox.

If you can access adult content on PC, you can access adult content on Steam Machine. Hardware you use to access Steam does not change the content you can access on Steam. What region your Steam account is set to determines what content you can access. If it's set to UK or Germany, you have adult content restriction.

It's not mentioned because of a future idea under the table.

Basically, the next step will be a microchip for the brain. You'll be able to have better experiences than virtual reality for certain types of adult games.
