However Windows 7 and Linux with X11, do have the edge when not using full screen operation because they allow disabling V-sync.
Warcraft 3 and other Blizzard games do or did have poor mouse cursor control in that they did not significantly benefit from a higher device report rate.

Well you haven't described or even showed exactly what you mean, for all you know it can have absolutely nothing to do with the mouse or mouse setting at all. But of course, you as a "progamer" already know that...
GPU drivers, power saving settings, usb drivers, etc. all affect how the mouse work as well. Some software that takes control of primary renderer (overlay / recording) can also affect mosue performance if it's buggy.
If you updated from Windows 7/10 and did not clean install the system , then there could be a driver issue or other one causing it. You should also know that unlike Windows 10, Windows 11 and its overall performance can be tied to what BIOS version you are using if there is a fix implementing in Windows 11 that expects a fix in your firmware.
If you see comments like "there is no difference in mouse tracking between windows 10 and 11 or there is no difference in mouse tracking between Xorg and wayland", then this was written by an ordinary user who does not have the full information, or an ordinary gamer who does not have supersenses, which are necessary to successfully play competitive games like CS2, StarCraft2.
One does not need to be a gamer at all to see control errors or latency.
Man, that is an unfair and baseless assessment.
