first thing is to find where the lag is coming from
winkey+r -> cmd
tracert google.com to find router ip and isp ip
first hop that responds is your router, most are 192.168.x.1
open new cmd prompt
ping -t [router ip]
open another command prompt
ping -t [2nd hop that responds is at your isp]
wait til you see higher ping or loss
hit ctrl+c to stop and show min/max/avg/loss
if router ping is <1ms on lan or <5ms using wifi, then your lan/wifi is fine
if the 2nd or later are causing the lag, its your isp, and nothing you can do about it, contact isp support and have a tech come out and test the lines
if its getting lag spikes or loss to your router, then start with drivers
get the correct mobo/chipset/lan/wifi/audio drivers from the mboo mfg site for the board
log into the router, check its wifi channel, and grab android wifi analyzer app, change the routers wifi channel to one that is not occupied
first hop said : 3ms 3 ms 3ms
Edit: ok it gave like 9 hops and most are around 30-45 ms
next one that responds is on the isp side
usually 3nd-4th hop
are you using wired network, 3ms is too high for that
use ping -t [ip]
and give it a few minutes, then ctrl+c to show min/max/avg and loss
After each check if the problem is resolved. Especially check after Step 0, you should never have power saving on a wireless adaptor because the power saving features can be buggy and do exactly what you are describing when there's low traffic.

1. Also if you have any tools checking it or even the game itself has a ping monitor you should know that that data comes at the price of performance and needs to call an interrupt. An interrupt stops everything on the PC and device calling it until it is complete, it's manifestation when there are too many is a pause.
A single interrupt isn't an issue, but some implementations on certain hardware can be buggy and introduce lag. Any operation to get real time data from a hardware device needs an interrupt, that includes getting data on network speed and connection quality
Though it sounds dumb since you won't be able to monitor it, disabling the ping counter CAN in some cases stop network lag. And no, I am not talking about a placebo, it means the game's ping counter was poorly designed and implemented.
2. If you are using wireless it could be due to your router. If you are using a router and the signal drops and you set it to auto, it can be swapping channels frequently.
Again, based on implementation then a signal going up and down between 50 and 100% (or whatever number is the set threshold) can be worse than one sitting at 50. If you have your router set to AUTO then consider changing it or checking if it is swapping channels often.
You can also check if your card is connected to both channels on your router (or even all of them depending on your adapter), then swapping bands back and forth when the signal gets weaker on the upper bands.
3. Look for bloatware that can be interfering with your device that may be preinstalled. Garbage like Omen Gaming Hub, MSI Center, etc. can have "network optimisation" settings that do harm and no good.
Im using wifi sorry i didnt say it earlier. i did the ping on router ip heres the result:
Minimum: 2ms, Maximum: 11ms, Average: 3ms. It also says 0 loss
Minimum: 2ms, Maximum: 565ms average: 15 ms, again with zero loss
as C1REX stated, microwave, cfl/flouresecent lights, cell phone, bt and 2.4ghz wireless devices(with 2.4ghz wifi), and other wifi networks 2.4 more likely than 5ghz
but if you only get the spikes to the isp, not the router, then contact the isp for help with the connection
Here is my very decent WiFi 6e on Asus ROG mobo sitting next to WiFi router. Less than 0.5m and still have few times worse performance than the cheapest cat5e cable.

wifi for CS2 is like jumping on a bus and hoping it will take you from Europe to North America in 1 hour
tbh i dont play cs 2 , while i was playing deadlock i tried cs 2 to see if i had the same problem there eheh. welp it is what it is i guess
