can be cpu/core temps (going over 95-100c) or the boards vrms (no software can monitor it, its all done internally from the mosfets themselves and its phase controller)
what mobo? brand/model
if its vrm config is not strong enough to deliver the power the cpu needs at max turbo or oc it will force the cpu to throttle
on most mfg sites for boards they say vrm x+y+z
x is to the cpu cores
y is to the igpu
z is to the imc (memory controller)
look at z and if the board has heatsinks around the cpu socket its about 25w per phase, if no heatsinks ~20w per
vrms hit 50 degrees...
I dont know. Maybe its because its threating that as turbo frequency? It says something about turbo mode, maybe the case?
no monitoring software can check that, they only report temps back to their phase controller on the board
what mobo do you have exactly?

I measured vrm temps by holding my fingers on radiators, and its warm..
