Even not logged in can see your profile, so blocking would be pointless. You can put your profile to friends only or private to prevent them from viewing it.

It's not logic, it's basic functionality. How Steam functions, with profiles being public, makes blocking profile visibility pointless.
Ignoring how Steam is designed because you're stuck on an idea doesn't help your idea.
So you need to demand the obvious, change the design of the steam community to require being logged in to view things like profiles, so users can be blocked from profiles.
