The novels were written by a Russian, but to my knowledge the games were developed by a Ukrainian studio. So no, Steam is "allowed" to offer and sell the games.

Steam has not stopped any game from being sold in Russia. It was the developers/publishers that removed their games from sale in Russia. If you want something stopped from being sold in Russia, contact the developer/publisher of the game as that decision is up to them.
