Everyone gets annoyed the first time. Yes all this e-trash creates endless arbitrary hurdles and fees at every step. You get used to it when you start pricing in instant not meaning instant. (Steam gift cards are available for use instantly if you need to do this in the future. Buy a gift card from a store, key it in, instant money.)
Its been a number of years but I do recall having to do that in the past.
Accounts used to scam are already compromised accounts, they do not use their own accounts, so why punish the account creator who either never bothered to recover the account or do not know their account is compromised.
How do scams happen? Because end users give away all their account details giving access to the account. Who is responsible for account security? The account creator.
