Perhaps that policy has been reviewed since then as Valve has done a lot of work trying to make reviews less of a cesspit and more of a metric they can tweak and manipulate as they see fit, but I would not expect them to suddenly decide falsehoods regarding AI usage accusations are important enough to change their apathy toward falsehoods in reviews.
I liked your use of the word 'apathy' but I'm afraid it's worse than apathy. If it were just that Steam or Valve didn't want the hassle of moderating this garbage, I'd somewhat understand as the undertaking could become overwhelming. They also might take a free speech position.
However, it's appears to be worse than mere apathy because Steam moderators are actively doing the work of protecting these garbage reviews by removing legit comments from other players calling out the thuggery. So they're not taking a free speech stance and they're already doing the work (probably with the help of AI/algorithms), just in the wrong direction.
