Steam sells PC games.
If you want a version of a PC game for your phone, then contact the games developers and ask them to make a mobile version of the game.

I could perhaps see a way to Stream games from PC to phone but that's about it.

But that requires a stable Internet connection and the games may not run well as mobile devices ( like tablets and cell phones) do not have the power to properly run PC games.

To OP:
If you want a mobile device to play games on, get the Steam Deck or the Rog Ally (I think that's the name of it).

You don't exactly need a high end phone to stream games on it. I know for a fact that mine can do it and it's arguably a piece of crap. XD
