I remember when Bethesda did it.
Steam and Xbox aren't merging. At least not according to any reasonable definition.
When did this happen?
It was a rumor that started some time ago and pretty sure was proven to be nothing more than a delusional dream by someone.
That hasn't happened, and as mentioned its something developers can do if they want already. Steam fully supports it, for instance Bethesda gave everyone copies of Fallout games they owned on Bethesda's platform on steam when they closed their store.

Only to the people who had no idea how steam work. The rest of us pointed out that steam can be used on any PC, or steam link could be installed on any smart TV for instance. No partnership, no colloboration needed.
I assumed that is what the OP got confused over.
